In this case, it's a specific character that by this casting would most likely would have been sent to death camps had they stayed in Germany. Jews, gays, Romani, among others, were made to wear markings on their clothing, but a POC like anyone considered an outsider in Germany was even more apparent who they were back then, in a very homogeneous country that was trying really hard to be even more homogeneous at that time. The above poster is right: Ernst would be highly distrustful of a POC Cliff. So I don't think this casting works in a show where more specific ethnicity, etc. is very pertinent to the theme and message, kind of like casting the family in "A Raisin in the Sun" with a white family. In those cases, the racial disparity is a big part of the message. Many other shows work fine with non-traditional casting.

Judi Dench did some racy stuff earlier in her career, including a topless scene in a version of "A Midsummer Night's Dream". We tend to think of her in later years, after she became an international star. She knows theater sometimes does things to shock, provoke as well as amuse and entertain people. She's probably pissed off people too.
